Why is it called the Tour de France if its being held in London?

I just thought it was a bit odd...I'm not a big sports fan so its a bit of a mystery to me.

The TdF has always had stages in or through other countries such as Belgium and Spain. As such, starting in London is just a different twist to what they have always done.

BTW, for some of the answerers, why the need for the harshness?

I think they like to travel outside for portion of a stage or two.
The tour always goes into other countries. But the main part of the tour is in France.
