How do people become professional race car drivers like Nascar?

They start out as small home town tracks and once they get good enough someone sponcers them! and then they get noticed! a lot of guys have family historys of driving and just do what is in thier blood!

practice and win your events
It takes a lot of time,and a lot of skill. They start in the sprint car circuit, then they work their way up to short track, which is like amateur nascar, then when the time is right, and they start winning races, they start to get noticed by companies to sponsor the driver. Companies like Home Depot, Lowes, Chevy, Ford, and Sharpie etc. Once they are sponsored,they make it to nascar, and the more races they win, the more sponsors they get, and the more money they earn. you wait for your brother Rusty to spend all his time,energy, and money working his way up through all the junior levels of racing(arca,modified,busch) then once he's established his name as a reliable racer, you say "hey my name is Herman can I drive your car"?
substitutes for Herman could be, steve,kyle,kurt,kerry,michael, depending on the relationship between you and the real racer
