No. If a bribe is given to a referee (or even trying to) or a match is been proven to be fixed, automatically the *minimum* punishment is relegation to a lower division.
Although called "match-fixing scandal", actually no match has never been proved to be fixed, even by Juventus, which was relegated to Serie B.
I'm not saying "nothing happened", but there's so much misinformation on this topic...
