No. European players are free to play wherever they wish within Europe. However, overseas players who come from ourside the EU area must get a work permit. To do this they must demonstrate they have abilities which go beyond that available in the European work pool. Usually the number of full international appearances the player has made for their country is used to assess this so yes, almost without exception, non-European players playing in the Premiership must have played for their country first...
