What are rules regarding which country gets to host? If Korea got beat this year by Russia, is there any rule that prevents Korea from being considered when choosing for the next Winter Olympics?
No there is no rule except the next few olympics already have cities bidding on them to try and get them. I doubt that South Korea would actually make another bid at the next one but maybe the one after.

there are a few things that can stop a country from hosting the olympics. First off I think if you are avid in terrorism you kinda get looked over. I don't know for sure. I know North Korea wanted the Summer games but because of certain things they lost out.
