Before I could answer that question, I would have to ask you why you would want to do that? The 13mm shaft with a properly rounded tip provides maximum tip-to-ball contact with a standard 2 1/4" cue ball. It's a myth that by having a smaller tip, you'll somehow be able to put more precise spin on the cue ball, if that's your reasoning. If you really need to know, I would suggest getting a replacement 12.5mm or 12.75mm shaft. Don't mess with your 13mm. Try them both and I know you'll see that a smaller tip won't actually do anything to help you. M.D.-BCA Instructor/Referee.
Good advice Straight +stick deflection will increase depending on your shooting style
Hope it aint a good stick cause your bout to mess it up
just my 2 points worth

Leave the shaft alone and order a new shaft. I collect cues and can tell you horror stories about cutdowns. Remember too that magic will not come from the equipment but rather through practice and discipline.
K
it shouldn't
Purchase a K-mart cue and go from there!
