What are the rules in playing billiards (pool) ?pls help!?

Go to the BCA (Billiard Congress of America) website or pick up a copy of the BCA Rulebook, available at any major bookstore. You'll find rules for all commonly played pool games, carom games, and snooker games. M.D.-BCA Instructor/Referee.

there are quite a few games called 'billiards' which is the original British name for the game, and there are a few games of 'pool' which is the American name for the game. All the games have different rules depending what kind of billiards you are playing. Check out the British or American web site for 'Pool' or 'Billiards' - you will find them interesting
There is as many rules as there are pool halls. Even "official" rules vary from association to association and country to country. Sure, the major rules match but there are slight differences, e.g. about fouls. Is touching a ball on the table a foul? Well, at least in Europe... Do you have to call hitting another ball (like a carom shot) before pocketing? It depends. Loosing with 3 fouls in a row? Ball in hand? etc. So, you can never be sure and if you play for money you better clarify some of these questions with your opponent before you even start.

and from there you can go to the individual country and state associations. I am sure you will discover differences.
