In 8-ball is a scratch on an open table a foul shot?

I can't speak for the rules from the BCA as Straight can... but it is also possible that the incoming player that takes the cue ball behind the head-string (after the foul from the break) can also shoot, miss (or make a ball) and scratch for another foul.
Now, the table is still "open", and the incoming player (the breaker) gets ball-in-hand... anywhere... on the table.
Like I said, I can't speak for BCA... but the Leagues I've played in this situation is part of our rules. Source(s): League Rep Missouri 8 Ball

Yes its a ball in hand foul .
