My parents gave me an outdoor pool table that has 2 scratches in the vinyl that covers the top. I've asked around MANY different places where I live and no one seems to do this kind of work. I guess I have to do it myself. I'm fine with that, but I have no idea where to start. Any help is greatly appreciated.

Thought it was a vinyl cover for the table not the CLOTH that needs repair
You can just go thru the scratch using a crayon of the same colour.
a repair kit, like johnny said is fine...that is if you want your table looking all sloppy....(no offense, johnny) but if you want the whole thing re-felted without u doing it yourself (just to be on the safe side) place a flyer all over the pool halls stating that you're looking for someone to re felt your table...someone will pop up who'll do the job right...especially if it's one of the bar owners (they have experience doing this stuff)..good luck...
