What do you call the apparatus used in the feet for scuba diving?

They're called fins. Don't call them flippers, which is what seals have: proper divers hate them being called fins. Likewise, don't say that the tanks hold oxygen: they hold compressed air. If the tanks (or cylinders) held oxygen, you'd die, as pure oxygen is poisonous to humans. Air contains 20% oxygen (approximately).
