No seriously, have him run a lot...a lot, and get him playing in as many leagues and games as possible. Also, they should practice their ball-handling skills...

She should practice juggling the ball by herself, then she would gain more of a liking to the sport, and eventually she would progress naturally, then enroll her in camps that are well-known. That way she can gain exposure.
Try finding a local summer soccer camp in your area. Summer camps usually teach players techniques and drills that they can participate in outside of camp and at their home. Running is always important in soccer. Although, you do not want to overrun your child. As a serious soccer player in high school (I am a freshman on the varsity soccer team), speed and agility is very important because coaches can teach you everything else. In soccer, you can't teach speed like in basketball, you can't teach height
To be cliche, practice makes perfect. That said, go to your local library and check out some soccer instructional videos and/or books that will outline some activities that you can have your 9-year-old do for practice.

My father coached youth soccer and he would have my younger brother practice various ball control drills daily, even more than he had him practice defensive or offensive exercises. My dad would set up cones in the yard and my brother would dribble through the cones for a period of time. Then my dad and brother would pass the ball back and forth (similar to playing catch with a football, but with your feet).

My dad and brother would also watch a lot of soccer on TV, paying particular attention to strategy and individual player skill.

You may even consider contacting your local soccer organization to see if they have any material you can use to instruct your child. Our organization had instructional video tapes they loaned to interested people.
