If you've lived here for three years, hold a UK passport and havn't represented anyone else at U21 or higher then yes. Otherwise no.

yes you can if one of your parents is english, ryan giggs plays for wales as his father is welsh, but ryan was born in england, sure there are many examples of this rule if you look into it deep enough, but in answer to your question the answer is yes you can
