for competitive diving you need your suit to fit tightly so that it stay in place while you twist and turn but it also cant get in your way.
especially in diving flexibility is very important and everything happens so fast while in the air. it is far easier to move joints that arent being constricted by tight fabrics so it is important to have your shoulders knees and hips free to move.

Jammers are meant for swimming. They are tight keep your muscles warm and tight to perform fast. Speedos just keep you covered. Divers dont need to swim all they are concerend about is doing their dive and how they enter. They dont need a jammer to do that. In fact if you ever try on a jammer you will realize it is hard to bend and be flexible which is proboly why divers use speedos. I think the best suit for a diver would proboly be nothing at all so a speedo is the second best choice.
The speedo (brief style suit for men) allows for full movement of the legs without restrictions. The jammers are tight on the thighs and which would reduce (slightly) the freedom of movement needed to complete their dives.
Because they supposibly make you swim faster
